Assuming that our current cash balances remaining on the Google doc do NOT include the $1.5 million for 3 additional prospects so we need to reserve for that.

Good point. I had forgotten about that. There's several teams that are going to be close enough to the cap that they will have to take this into account. Thanks for the reminder.

I see at least one team the will very likely go over the cap (looking at you EvilSpock).

Remember the rule:

Section 9.14: Salary Cap Violation Penalty: If a team exceeds the salary cap as the result of an unfavorable arbitration decision, the player whose arbitration decision caused the team to go over the cap is considered to be banned for the season for violations of league substance abuse policies. If more than one player is involved in the arbitration process that resulted in the salary cap violation, the team must get under the salary cap by identifying as few arbitration players as possible to get back into compliance. Each of those "Balco" players will be considered banned for the season. Banned players will remain on the team roster, but the team will not be permitted to participate in free agent signing periods or the prospect draft until they get back under the salary cap.

Phil if we are responsible for contracts how do we “get under” the cap to participate in FA and prospect drafts?

The way the rules are set up there is no actual penalty for going over the cap other than the loss of use of the player(s) for the current season spelled out in the arbitration rule. This year's free agency and prospect draft will be over before the cards are out and we find out who is over the cap. By the time next year's free agency and draft take place we will be into the 2023 rosters and everybody will be under the caps again. The rule says that teams over cannot participate in FA or pros draft but it has no weight the way we currently have things timed (arbs settled after free agency and draft are over).
