New League: Playing the Cards You're Dealt-Filled!

This is an invitation to join the third running of a league called Playing the Cards You're Dealt. The first two leagues were a lot of fun--and very different from the standard ATG experience. If you enjoy trading and team-building, you might truly enjoy this league. So please consider joining. Details are below.

Description:
Player Set: ATG 9 All Eras
Draft type: Auto List Draft
Salary Cap: $111,000,000
DH Rule: yes

In this league HAL is going to do a lot of the preseason work for you. You will choose the 'fill out draft instantly' button. You can choose how to allocate your budget (70/30 hitting to 50/50 hitting or any of the choices available) then choose a place holder stadium. That is it. Now this is where the fun begins.

Almost all transactions in the league will be trades. The only players you can pick up on waivers will be .75 cards or below. You can drop whomever you want but the only adds you can do for your team will be 750K cards. Your park will be assigned randomly on where you are placed in the league. Any skilled strat manager can build a team on the waiver wire in ATG to suit their park. Can you do it when you dont know your park and you are limited in the cards available to those you can get through trades?
A player obtained in the autodraft in lieu of the player on your draft card becomes your player. A manager's drafted players may be upgraded or downgraded in price as the manager chooses. Any .75M (or less) free agent players picked up following the autodraft may not be upgraded beyond .75M. Assigned stadiums will be adjusted by SOM following the autodraft.

Am I understanding this correctly?For example if you autodrafted player X for 8 million, if you choose you can take same player from different year at any price from set as long as fits under cap?Is that movement unlimited?

Post draft these moves are subject to penalty above. No limit but cap on .75 or less players not owned by others in different years?

Before the season starts, you can upgrade or downgrade any player you obtain in the autodraft. For example, let's say you get Hebner's 2.91M card in the autodraft. You can upgrade him to his 5.74 card or downgrade him to his .74M card. If you trade him, the manager who acquires him in trade can upgrade or downgrade in the same way. On the other hand, if you pick up Hebner's .74M card as a free agent in waivers (or later), you can't then upgrade him to his more expensive cards.

.75M pickups can happen during waivers or as free agents during the post-waivers period.
