Oops. I copied Phil’s sheet for my team into my on Excel file when the FASP started and now I see it was missing the $1.5MM for this year’s prospects.

Time to start working on remediation. Phil mentioned a FA penalty. The rules in the working file say it’s the arb guys that get banned. Is that information out of date?

It is the arb guys but it's the fewest that it would take to be under the cap. If you were over by 5 mil and had 3 FAs who were at 2mil, 3mil and 5mil it would be the 5mil guy that would be banned.

So, say I end up right around $1.5MM over (including the provision for 3 prospects). Loasiga and Robles are both going to be over that amount. Does that mean the higher $ of the two will be banned for the coming sim seasons and that puts me in compliance? Or do I need to dump additional salary over and above the “banned” dollars from non-arb FA’s?

No it's one of the free agents that you signed this year that will be banned not Loasaiga or Robles.

Where do the rules say that? I should repeat my initial question. Are the rules in the first tab of the working file out of date?

I see this:

"Section 9.14: Salary Cap Violation Penalty: If a team exceeds the salary cap as the result of an unfavorable arbitration decision, the player whose arbitration decision caused the team to go over the cap is considered to be banned for the season for violations of league substance abuse policies. If more than one player is involved in the arbitration process that resulted in the salary cap violation, the team must get under the salary cap by identifying as few arbitration players as possible to get back into compliance. Each of those ""Balco"" players will be considered banned for the season. Banned players will remain on the team roster, but the team will not be permitted to participate in free agent signing periods or the prospect draft until they get back under the salary cap."

(a) For example, Team A has spent $130 million in salary cap space before arbitration with three players up for arbitration this year. In a stroke of bad luck these three players are awarded $10 mil, $6 mil, and $4 mil. The team would be required to suspend the $10 mil player for the season as this would involve the suspension of the fewest number of players required to bring the team back into compliance with the salary cap.

Didn’t we also tie being able to participate in the prospect draft to being under the cap?
