What does "appear on TSN's website" mean?

The Sporting News (TSN) ran the Strat site back when the rules were written. Translate to SOM for the modern era.

Understand, that TSN was where SOM on-line started - played there in '00-'03 before taking a 16 year break.

It just is not clear to me what was meant by that rule. Is it redundant with having a card in current year?

Don't particularly care if Crochet is or is not eligible. Just want to understand, to better plan my future picks....
