Hi Radagast - I don't know how they are determined, and I am not aware of there being any documentation on how. S-o-M came out the the Usage ratings some time last year, I believe.

To me, though, there are no surprises among those cards with a rating of 10 Usage. For example, some team has rostered Mariano Duncan and Kent Tekulve in every single season I've played in.
