I guess it's still unclear to me who counts as a prospect. Before 2024 year Simeon Woods Richardson had only 9.2 innings, but he is available to draft? He must be, since nobody mentioned anything.

Guys who debuted in 2024, like Shota Imanaga, are still prospects, Players having any MLB experience in a year prior to 2024 and also having 50 at bats or 30 innings in 2024 are free agents and not prospects. So Woods Richardson is draft eligible because he had innings before 2024 and had more than 30 inning pitched in 2024.

A weird loophole is that some guys are not prospects and not free agents either. A guy like John Means has previous MLB experience but didn’t have 30 innings pitched in 2024, so he is not either a prospect or a free agent. So a guy like that isn’t able to be added to a roster in this league.

It is a weird loophole. Only players with no MLB experience prior to the previous MLB season are rookies. Even players who got a cup of tea the season before become free agents rather than rookies.

There are two ways to resolve this: (1) expand minor league rosters, and/or (2) increase the time prospects can be held.

I think the issue is relatively minor and involves some risk for teams signing what I’ll call free agent prospects. To get any value from them you’d need to sing them to multi year million dollar deals. Often these prospects become free agents because the teams that drafted them end up releasing them.

I’m not sure this needs fixing but there are fixes available.
