In this league you can change stadiums every 2 years. Only Palmtana changed last year so everyone else is eligible to change.

We are also able claim one prospect as our Keeper, protecting him from having to be promoted,

Everyone else has a Franchise Prospect who can only lose that moniker if they are promoted, traded, or dropped. Drops and promotion period is over, so barring trades we're all static. Franchise Prospects can be named anytime if there is an open slot. You don't have anyone there, so you could name a new Franchise Prospect anytime. Since you'll be well under the 10 slots, there's no real need to name one, though if one of your current prospects doesn't get carded next year, you can stash him in that slot.

I knew Riley Greene was on my team because I keep track of it on cardstock. But I completely forgot that he was designated as my Keeper Prospect. There he sits. At the bottom of the SS. I've only been in the league for a year and forgot to look down there.

I can't put him on my 40 man roster now because I'm already at 40. As soon as I can promote Green, I'm not filling that slot again. It's an unneeded feature.

Now I got you. This prospect keeper rule has me baffled

Any chance I can drop my last FA pick (DJ Herz) to make room for Riley Greene? There's no way I wouldn't promote an $8M player unless it was an honest oversight.

Now I got you. This prospect keeper rule has me baffled

It's actually very simple. It's meant to be a way for us to have one prospect that we can hang onto with out promotion or cutting.

But you can only have one. Once you do either promote or cut that prospect, you then are allowed to do it again. Think of it like the franchise tag in the NFL, by use of the protected prospect take, a team is assured they don't have to cut a prospect or promote him before he even has a card. Mine was Francisco Alvarez. Once I promoted him, my slot opened back up. Thus far I haven't had a guy I thought I was in danger of losing.
From a strategic standpoint, it makes sense to declare a guy after he's spent two years on your prospect roster. which is likely what I'll do once I decide I have a prospect that valuable.
