Sorry, I think 1964 was one of those "limited time only" sets. It's been replaced by 1971.
The 1964 auto league you saw must have been formed already when the set got discontinued. No one else can join, but it will show up on the "available" list until that guy gets his team out of there (then it will disappear.)
