I know what the rule says. I'm inquiring as to why it was adopted in the first place. unctarheel hints at some of that.
So would I best be served by tagging, say, 17 year old Leodalis De Vries?

If I'm remembering my leagues correctly, we used to do a team prospect draft that you'd select four prospects from one team with a two year window to call up those players. We then voted to move to a more traditional prospect draft with a two year window. Someone suggested we create a slot for longer-term prospects to stash with protocols for when you could designate and call them up. It was unevenly applied due to a lack of clarity or attention by us owners. You're entering in on a further clarification of when to designate.

De Vries is the prototypical example of a franchise prospect as he may not get called up for another four+ years, and would take a roster spot up after two years.
