Draft eligible players in free-agent draft

"Teams may draft any player with major league service time whether or not they have a card in the current Stratomatic set, but no team may draft more than two uncarded players in the initial free-agent draft and may never have more than six uncarded players on its 40-man roster."


Given that our free-agent draft starts tomorrow, I am ruling that the two uncarded player player limit will apply to this draft and that we will hold a formal vote afterwards to enshrine this "two-player limit" since it is implied that this rule applies to all free-agent drafts, but the language is only explicitly listed in the rules for the initial free-agent draft.
