It might seem that way, but there are more cards in ATG from the 50s than there are from the 90s, and the per team count is substantially higher (160 50s teams, 519 cards - 278 90s teams, 492 cards - per my most recent analysis).

So what you are saying is the 90s and 50s are both underrepresented?
If you look at just the card counts. I look at the card count versus the total number of teams that played in each decade.
Here are the numbers for 50s through the 90s:
