They can if they like, but if they want a dh league, I'd be patient. Deadline isn't until next Tuesday and there are still about 16 possible participants out there. I will start sending email invites to them in a day or two.

thanks barrmorris, I am one of the 3 in league 7 and I would strongly prefer a DH league so I am going to stay put.. maybe some of the league 5 teams would like to join us?

I've sent plenty of communications to the participants who have not yet joined a league. Fillers will not be requested (or allowed) until the deadline for entry. Posted rules say that the deadline is today, and my interpretation of that will be midnight Eastern time.
The reason fillers are not requested before the deadline (and this is done in all tournaments) is that I can not allow a filler to crowd out a tournament participant. My advice to participants that want to join a league that fills and drafts quickly is to join a league on the first weekend.
