how to set this bullpen?

Playing in Sportsman's 46 with a pen of Tincup, Pina, Fosnow, Worrell, Rommel, Knowles. Other parks in division are Yankee 56, Ebbets 53, and Dodger 65. Rest of league is good mix of hitter/pitcher parks. Bullpen has only pitched 40 innings thru 33 gms. Tincup has pitched 1/2 of the pen innings and has been awful. He's set as R setup don't enter before 6th. Worrell has no setting but was originally set to L closer. He's pitched in one game for 1/3 of an inning. Pina (R closer, not before 9th, quick hook) 4 innings so far, and Fosnow (L closer, L setup, not before 7th) has pitched 7.2 and has only one bad outing so far. Also, cpu tends to occasionally throw Rommel in for a save opp, with mixed results.

Wondering what the best configuration is for this pen. Also, should I downgrade Tincup to upgrade elsewhere, considering he's been so ineffective and my pen pitches so few innings? FAs include Harris, Taylor, Murphy, Hughes, Klinger. Thanks for any help offered.
