They actually have a panel of guys who are scouts or former players (I know Keith Hernandez, for example is one of them) that go over the stats, look at who won the GG's, and observations from the panel. Then the ratings are assigned and discussed and reassigned.
It used to be a given that guys that won GG's almost always have a 1, but there have been exceptions, Wade Boggs in the late 90's comes to mind.
BTW, please keep in mind these are NOT final, they are likely, but they could change. If you have a beef make a case on Strat-O's site, maybe if enough people do, they'll make a change.
