What determines playoff pairings?

What determines playoff pairings?

Is it 1 vs 4 and 2 vs 3 based on wins?
Is it 1 in wins vs wildcard regardless of their record or division?

#1 team plays the wild card team regardless of wins.

what coyote says is true most of the time, and used to be true all the time

but recently the rules changed for a couple of the newer sets, which follow the MLB rule that the wild-card can't play the winner of its own division, and so plays the 2nd-best division winner if necessary
