non standard leagues of all types usually struggle to fill. Nobody wants to create a team, join a league and then sit for a few days. So they just don't. But my experience is that once you get more than say half full they usually take off. Once people see they are close to filling there is a rush to jump in.
And of course you have to get the word out. If the league already exists and you have a team in it then best practice is to post the name of the league here. Invite poeple to join you. And make a commitment to the league. You do not drop out even if it is slow to fill. The more that are in the more that will join.
If you have not created the league/team yet then best practice is to post here inviting others to join a league with the desired parameters. And create a signup list with team slots numbered 1-12 with your name at slot #1. Then people will add their names to the list. You can usually think of starting the league and making it public when you get 8-10 poeple committed.
