Ok, so we must ALWAYS keep 20 players from our franchise at all times?

Right? Or is that only through the draft?

Are we able to drop a player from our franchise and pick one up (if available) to keep that requirement.

For example, sometime during the season could I drop Flood ($4.43M) and pick up Hague ($0.5M) to free up cash to pick up a bigger free agent?

Allstar,

I think the first two league rules cover those situations:

I. Maximum team salary will be $65 million dollars. This amount has been set to allow all teams an opportunity for some economic stimulus. The league will be set up as a $200 million league, thus it will be necessary to maintain a reserve of $135 million when the season commences and throughout the season.
II. A minimum total of twenty (20) players from that team must be on the team’s roster at all times throughout the season. Team roster sizes are up to the individual manager.

So, you need to maintain at least 20 team players thorughout the season. As long as you have at least 20 team players, you can make roster moves, but during the season there will be a 20% penalty since you must have at least 135 mil in reserve.
