Back when the NeL card set first came out, I was in a NeL theme league. It was $100m cap, with DH. Everyone had to play in a NeL park, and every team name had to be from a once existing NeL franchise. All African American players were allowed to be used, along with the NeL players. But, we also allowed latino players, as you can see from my team link (I had Marichal & Cedeno, for example). But, pretty similar to this theme, all in all.

3.75 version of marichal is available...
as you can see, the depth in the outfield negates any neccessity for including latinos.
some infield positions are thin, but that's part of the strategy, and catching is almost a theme in its own right.

IMPORTANT reminder. ALL negro leagure cards with a catcher rating MUST be used as a catcher, including the much discussed beckwith. many of them like biz mackey and tank carr play lots of positions, but they MUST be used as one of your two catchers, AND, you may OWN only one of them.
same story with cliff johnson, or anyone listed on the catcher eligible list. must be employed as one of your two catchers in your regular lineup, you can ONLY own two of them, and only one can be a negro leaguer.
this is a requirement neccessity by the purposefully limited catcher pool

everyone gets two and two only of these, the only catchers allowed in this league, unless appealed and approved here. beckwith MUST be your starting catcher if you draft him.
