I can't recall the specifics - but it really doesn't matter to me. Whatever the commish says is fine with me, and I'll add the clarification to the rules so it's on record.

I'm ok with it either way, just want to know before the draft.

If you drop 3 players and promote one then you will get 2 picks in the supplemental draft.
