The Rules

League Rules:

This is a theme league idea. I'm posting it on the Bullpen forum because I think it would be an interesting challenge for the political core of this board to engage in a little fun competition. I won't call this a Democrat/Liberal leaning Vs Republican/conservative leaning League since I don't want to pigeon hole anyone (and individuals seeking office have always declared their party affiliation as they see fit). So it is the Blue Party vs the Red Party, with six teams for each party competing against each other. Anyone is allowed to sign up for either party.

Each party will have their own player pool. Blue's player pool will be all players who were born in states won by John Kerry in 2004, while Red's players will all be born in states won by George Bush. That of course means that players not born in a US state (or DC) are not eligible.

I am in the process of identifying the player pools for both parties. If there are a shortage of players or balance problems I'll look at how to mitigate that, which those interested in participating can help with.

Since we are talking politics here, it will of course be a $200M 2005 autodraft waiver league with DH.

The rules are very simple:
* Divisions will include two each red and blue teams
* Players choose their party and division on a first-come-first-served basis
* Stadiums do not have to be unique, but they must come from a state your party won
* Stadiums do not have to be declared until all teams are ready to enter the league
* Only players in the appropriate pool may be selected in the autodraft and during waivers
* Trading between teams in the same party can be done at any time
* Trading between teams in different parties is ok once waivers are complete
* Trading between team in different parties may be done pre-waivers ONLY IF the purpose is to get to a "pure" roster; ie, replacing players not in your pool you may have gotten in the autodraft (which means at least one player in that trade should be a blue players moving from a red team to blue or a red player moving from a blue team to red)
* Trading is the ONLY way for a team to acquire players from the other parties pool. At no time can a red team, for example, get a blue player from the FA pool. A blue team would have to acquire that player and then trade him to the red team. (rule clarification added 10/4)
* Collusion among players in the same party is AOK. As long as TSN rules and the rules set down here are not broken, players in the same party can share draft lists, cooperate on trades, work together on waivers, etc. It can be as loose or as regimented as the players in each party want it to be. Some restrictions:
* No player can be traded more than once between teams in the same party once the season starts (to prevent constant movement of players)
* There is no arbitration process outside whatever each party agrees to internally or enforcement of any deals/rules made by the parties (ie, I'm not getting in the middle of any internal party disagreements)
* Uh, can't think of any others

Winning:

President of the League (and bragging rights) is awarded to the winner of the Championship.

Blue Vs Red Party League Champion is awarded to the party which wins the highest number of regular season games.

Note that the above titles could be roughly equivalent to winning the Presidency and to winning control of Congress.

The Hitters - Numbers and List

Once we finalize I'll post the list of players for both pools here.

I've completed the list for all the hitters. I used the Ratings disk list of names to match birthplace to TSN players, and a list I found on the web of ballplayer birthplace information that gave me about 85% of the match. The rest I looked up in the online baseball encyclopedia. A couple of disclaimers. I'll fix any errors that are found before the draft. But I'll add a rule that once we agree to the list it is final even if errors are found later. Also, birthplaces for latin players often consist of mulitple elements (try "Santa Cruz de Barahona Santo Domingo" - Luis Terrero), Excel doesn't sort those too well, and country was not always provided. If we decide to use some or all of those players then the data I have right now is incomplete.

The raw numbers work out as follows (USA born players only):

Blue Player pool (hitters) = 192
Red Player pool (hitters) = 152

Since 6 teams with 15 hitters = 90 players, the pools are big enough to support a draft.

Obviously we need to even up the pools and there is a lot of ways we could do it. Here is my suggestion and welcome any other suggestions for the group to consider:

Since California south of LA is more Red than Blue, there are 15 players in that part of the state that could move from Blue to Red. That would give Blue 177 and Red 167. That is the sensible part of the equation. Since no election would be complete without equal part nonsense, I suggest that the 8 Canadian and 2 Japanese born players be placed on the Red player pool (red and blue would then be equal at 177 players). Another thought is that instead of adding non-US players, we could divide CA a little further north, which would create a move of 4 Riverside players from Blue to Red, giving a breakdown of 173 Blue and 171 Red, which could be close enough. Riverside County is a Blue county, so this would also be nonsense, although both sides might want to check out just who, born in Riverside, would be affected by such a move. Anyone know?

Weigh in with your comments. I think we should have an agreement on how the hitters will be divided before I share the list of names.

10/3/2005: Here is the complete list of hitters by Party. I made the following adjustments to the lists so that both parties would have the same size pool to draw from.

* 15 players from Southern California was moved from Blue to Red
* 7 Canadian and 3 from San Juan, PR were added to Red

I backed off from adding the Japanese players as Ichiro and Hideki would likely be controversial, just as I didn't include Riverside, CA among Southern California players moving from Blue to Red (Barry Bonds being one of them). Also note that there are other Puerto Rico players, but only three on my list as being born in San Juan.

It's not perfect, but I am sticking with these lists unless there is VERY good reason to change. Pool size is 177 hitters for each party. And for those interested, the total salary is about $407M for Red and $419M for Blue.

The Pitchers - Pitchers Pool by Party

Here are the numbers for the pitchers:

Blue Player pool (pitchers) = 148 / 83 SPs
Red Player pool (pitchers) = 152 / 86 SPs (odd coincidence)

It appears that there are sufficient numbers for a draft here as well.

The two pools are already pretty close in number. We could leave them the way they are or do something simple like add the Japan born players (there are 4) to the Blue pool to make the numbers even up.

Again, weigh in with your comments.

Summary of comments to date:
bunbury: I say add the 4 Japanese in the Blue pool
scoobysnacks: Japan to Blue is fine.

The below has been edited to even up the number of stadiums on each side per the below suggestion. I will stay with this breakout unless there is VERY good reason to change.

If the league wants to even out the numbers my suggestion is to place the Canadian parks in Red and move Petco and Angel Parks (Southern CA again) from Blue to Red. That would give both parties 15 parks to choose from.

One issue that could crop up is in the auto-draft. Since it does not distinguish based on birthplaces, there are going to substitutions to team's draft selections for contested FAs, and they may not correspond to the Red/Blue guidelines. If a Red player is given to a Blue team, or vice versa, must that played be released -- and, if so, at what point?

If you have the Red/Blue list compiled already, and we're only one team away from filling the league, go ahead and give us the list so we can begin forming our draft selections. Since we have to join the league in a specified order, PM the managers from the East Division teams the password so they can get their team in. When the last East slot is filled, then PM the Central teams the password and so on.

Scoobysnacks, I will do that. There already is a thread on the main TSN online forum asking for that last player, but feel free to post your own. Anything to get that last player.

Mocrash, you raise a good point. I would favor requiring teams to replace players outside their pool on the same day following waivers and prior to allowing any trades with teams with ineligible players. Trades should be the only way that a player moves from one party to the other. Since I did not have a rule for that, it's open for discussion.

Another way for parties to address it is to use a live draft format, or to share their pre-draft picks to fix any conflicts. That's entirely up to the parties, however.

I will try to get the player lists posted by tomorrow, but I'd like all teams to be ok with the lists before I finalize them.

I'm fine with the player lists (although I sure miss the Latino players. :( )

Have my draft list ready. Whenever it's time for the Central Division to join, then PM me with the password. If I need to move to another division, let me know.

As I understood the rules, trades may only be made within one's party (Red to Red or Blue to Blue), so it would seem that any player which is ineligible for one's team, but assigned via the auto-draft, should be dropped during waivers. If that player remains after waivers, such as if the replacement FA is no longer available (or any other reason), then the drop should be made the same day after the waiver period has passed. [b:f20be0cad9]However, I suggest -- if such is not already the case -- that trades be allowed prior to waivers between Red and Blue teams in order to correct discrepancies in player eligibility/assignment.[/b:f20be0cad9] This could make for some fun deals -- especially with the $200 mil cap removing a major hindrance.

I hope we can get the 12th club. This could be very interesting.
